We are not near the "end" of things in World of Warcraft nor at the "end" of our ideas. Development takes time though and we plan to make sure that experiences in game continue to be epic.

Druid
Low Level Tanking (Source)
We do think this is a legitimate concern. While we spend most of our fine-tuning at max level, we also want things to feel good at lower levels as well. The new bear AE rotation was based around Thrash, which is a high level spell. It works at high level, but without Thrash there is a lot of down time and it can be hard to AE tank. Since lower level dungeons don’t tend to be balanced on a razor’s edge, AE’ing is the norm, which can feel bad for lower level druids. We do think this is a problem and we’d like to address it at some point in time.

Feral PvP (Source)
We’ve been over this issue quite a bit, but the core issue is that Ferals used to not have a lot of utility in PvP, but were also really hard to control. We watched as players told us over the years that they wanted more utility so that they could actually be a valuable member of their team, so we gave Ferals a lot of utility they didn’t have before, but in turn we thought it was fair to make them slightly easier to control. We realize there are a few different ways we could have gone on this and that some players would no doubt have preferred to keep the iconic ability to not be crowd controlled instead of gaining things like an interrupt and better crowd control of their own.

Bear threat (Source)
We just don’t see this issue at level 85. All four of the tank classes seem to be performing well in both 5-player dungeons and in raids. We see all four tanks being used at a variety of levels. We just disagree that the difference is that obvious. Savage Defense might make bears take more damage on AE pulls in 5-player dungeons than other tanks, but we don’t think AE threat generation is a problem (again when in reference to max level). Bears don’t have an ability that mimics Shield Slam as a very hard-hitting ability that can help establish initial threat, but that is more of a raiding problem in encounters with frequent spawning adds and not really an issue with Swipe or Thrash.

Hunter
Aspect Swapping (Source)
Aspect swapping has come up quite a bit. In this thread, more than one of you expressed some annoyance with ‘sound spam’ generated by Aspect swapping. We're interested in addressing the concerns about sound spam, and as a matter of fact, we've been thinking about sound design quite a bit lately, and we’d like to emphasize sound design more in the future. For example, we'd like sound to serve more consistently as a gameplay cue. That strays away from the point, though, which is that we want there to be a trade off for hunters between standing still and doing more damage versus moving and doing less damage but getting mobility and potentially other benefits. For now, the best way to achieve that is via Aspects.

Freezing Trap (Source)
Freezing Trap also came up quite a bit, in reference to multi-trapping. This ability was changed because we wanted hunters to be somewhat more consistent with the crowd control potential of other classes, and we didn't want any one class standing out as the absolute best at crowd control. We realize that it rewarded skill, and we like mechanics that do that. This wasn’t the right place for it though, and we think that hunters can be rewarding to skilled players in other ways.

Remnants of the Gurubashi Tribe
Originally released in Patch 1.7, the classic 20-man raid Zul'Gurub will open its gate once again, bringing new stories, new encounters and fully refined items! Zul'Gurub is now a level-85 Heroic 5-man dungeon, to help the Cataclysm dungeons provide a higher tier of contents. Players may find level 353 epic items in this Heroic dungeon. You have to meet a mininum average item level of 346 to enter it.

The Return of Zul'Aman
The fan-favorite level 70 10-man raid Zul'Aman is also reborn as a level-85 Heroic 5-man dungeon. Zul'Aman and Zul'Gurub will both appear in the Heroic Dungeon list in the LFD tool, providing level 353 epic loot. You also have to meet a mininum average item level of 346 to enter.

Since Zul'Aman is back, you might be curious on whether the rare mounts will be back? Yes, we're proud to annouce that new rare-drop Raptor, Tiger and Warbear mount will be available, while the old mounts still have their unique beauty in hand. We will share a lot more on obtaining the new mounts.

Class Design
Though we only hope to do a small mount of balance changes in Patch 4.1, you can still expect multiple updates. The following are the ones we currently can share with you. Keep in mind these changes do not reflect all changes in Patch 4.1, and are not promised to be in the early Test Realm updates.

First we want to balance the area attack potentials between different damage dealing talents, you can expect changes regarding this one in the testing phase.

Inner Rage is now trainable at level 56. Originally it was given to solve the rage overflow problems, but it's not an issue to Warriors these days. We have implemented Warriors a new level 83 ability: Rallying Cry.

Colossus Smash now ignores 70% of target's armor, down from 100%. We'll buff the damage of other Fury and Arms damage dealing abilities to compensate that.

Word of Glory: We hope Retribution and Protection Paladins occasionaly do the right healing to others, but as we know Paladins sometimes feel that Holy Power is only for the healing. We rather like these specs use more Holy Power on damage abilities, and occasionally heal.

More to Come
We are still developing more features, updating balace changes and fix bugs for Patch 4.1. We will update the Test Realms in the upcoming days and weeks, and bring you more information on this.

Povratak Zul'aman i Zul'gurub-a!

Recent hunter hotfixes (Source)
That's mostly on target, but there's a little more to it. We actually had a few different goals with these hotfixes. While it’s true that we wanted to reduce Marksmanship burst in PvP, that’s only part of the story; we equally wanted to make Survival and Beast mastery more attractive choices in PvE. That involved bringing Marksmanship damage down a bit in fights where little or no movement is required, and reducing the amount of Aimed Shot spam once mobs drop below 80%.

Marksmanship's burst damage in PvP was indeed higher than we wanted, and we felt that Aimed Shot was the best place to bring burst back into line, so we've reduced its damage, including the Aimed Shot! generated by the Master Marksman proc, by about 20%. To help compensate for the loss of dps and improve Survival and Beast Mastery output, Aspect of the Hawk should now provide 2000 attack power at level 85. This will also make the talent One with Nature more powerful as well. The net effect of the change to Aspect of the Hawk should result in a buff to Survival and Beast Mastery in PvE and (in combination with the Aimed Shot nerf) a slight reduction to PvE Marksmanship dps. The changes should also make Aimed Shot less attractive once a target drops below 80% health and Careful Aim no longer applies.

This is also good time to clear up some of the confusion about hunter shot cast times. Essentially, ranged attacks in World of Warcraft have always had a built in 0.5 second delay to their cast time. Since this does not apply to instant attacks, for hunters it only really applies to Aimed Shot, Steady Shot and Cobra Shot. Prior to the 4.0.6 changes, Aimed Shot was listed with a 3.0 cast time, but due to the delay, in reality it had a cast time that amounted to 3.5 seconds. Now that it is listed at 2.4 seconds, the actual cast time is now closer to 2.9, which is where we want it to be. We realize this caused some confusion (even for us), and we’re going to see if we can make the 0.5 second delay more visible in the future.

Finally, we also wanted to let you know that Deterrence is functioning properly: Deterrence now provides 100% miss chance rather than 100% parry chance and remains in effect even if the hunter's weapon is disarmed, but it's still possible to temporarily delay a hunter’s use of Deterrence with the judicious use of disarm effects. In combination with some of the recent adjustments to melee mobility, Deterrence should still be more effective overall. We'll continue to keep an eye on it.

Deterrence in 4.0.6 (Source)
In the past Deterrence provided 100% parry, which could only be performed with a melee weapon equipped. Now it provides 100% miss chance, which means that your avoidance will still work.

The real issue is that some attacks, especially rogue attacks like Cheap Shot, could not be parried. Therefore a rogue could Cheap Shot through Deterrence, which totally countered the intent of Deterrence as a melee defense. With this change, Cheap Shot should correctly miss a hunter under Deterrence.

Wait, is that all ranged attack or ranged physical attacks?
It applies to attacks based on the ranged weapon slot. Those are not the same as spells, and this largely applies to hunters. Other non-spell ranged attacks in the game tend to use the melee weapon (like Shattering Throw) or are instant (like Fan of Knives).

Aspect of the Hawk change and stance dancing (Source)
Are you aware how the change to aspect of the hawk promotes stance dancing for hunters again in PVP? This was a mechanic you wanted to avoid in WotLK by introducing Dragonhawk, a combination of monkey and hawk. Now its returned and its annoying.
Changing aspects appropriate to what you're doing isn't necessarily a problem. With the old Aspect of the Monkey, hunters would swap only when being attacked until they could make some space again. Ideally, a hunter who changes Aspects intends to stay in that Aspect for a little while, at least. Aspects cost a global cooldown, so using an aspect for only a very brief period of time, then that may not be the best decision.

We're okay with players making a tactical decision between a high damage, but less mobile Aspect, and an Aspect that offers mobile damage and focus generation.

Mage
Ignite munching (Source)
Since the design of Ignite doesn’t allow us to resolve munching (defined as multiple simultaneous crits that fail to properly proc Ignite) directly, we’re thinking about a solution that would instead prevent Ignite from proc’ing on periodic crits. This might be a minor dps loss, but possibly no dps loss at all since it would stop most cases of munching. If it turned out to be a dps loss, we could compensate for it elsewhere. You're likely to see some experimenting in future patch PTRs. This is a pretty good example of something we can't hotfix, or rather wouldn't try. It’s the kind of change that would likely have unpredictable side-effects.
